UNSUCCESSFUL ATTEMPT TO REACH BRAZIER'S WOOD.
The first 3 pics are of Beatty Road turning right out of my house.
Then 2 of the passage leading through to Nacton Road.
Then 3 of Nacton Road after I have turned left out of the passage.
The next one is of the bungalow I lived in as a child on
Nacton Road Maryon Road corner opposite the Golden Hind pub.
Then I looking down Maryon Road.Then the old entrance to the
airport at the end of the slat fence and not at the end of the
3 barred fence where it is now.Way down Maryon Road and
turn into Ravenswood through this bus only opening
onto Ravenwood Avenue.
Then 7 pics along Ravenswood Avenue showing the kissing gate
and fence.
Then 3 pics along Downham Boulevard (I kid you not).
Then 3 pics from along Alnesbourn Cresent showing my entrance
nearly blocked by a trench which actually achieves nothing.
Then 7 pics going back now to the lane that leads beside the hump.
Then 3 from the lane showing where a gate was and blocked now
and trenched.
The bridge carrying FP4 over the A14.
Turn right and there is a 19 inch wide barrier I also cannot get
through so I cannot get into Brazier's Wood because of IBC and their
gates, fences and barriers fetish.
I start back whence I came without getting to Brazier's Wood at all.

TOWARDS MANSBROOKE GROVE FROM AIRPORT ROAD.
We know the road around the airport is a road alright.
Suffolk County Council have registered it as a Foot Path:-)
It is FP1 until the bridge over the A14.
Over the bridge going straight is FP4.
Before the bridge and going straight to Brazier's Wood
is now FP2 but it goes around the airport and emerges
in Brazierswood Road. Over the bridge and sharp right
parallel to the A14 heading for Bridge Wood is FP3.

I have walked this route all my life without any problem.

A new family have arrived and everything has to change.

The gate at Waterford Road end is locked at night now.

The new folks at 114 Waterford Road have control now.

They lock the gate because they have aggravated local kids.

They think locking the gate will stop kids outside their home.

The kids live there and beside they can get over the gate easily.

Old people and women can now be trapped as all the other

entrances are open so walk in from Norwich Road and there

is no way out at Waterford Road unless someone knocks on

the door of 114 and asks them to open the gate. They will

soon get fed up of folks staggering home from the pub at

12 midnight knocking them up to open the gate.

Here it is. It is locked before dusk now apparently.

This is a common sight but usually it is a gang of hoodies.

These two were more my size and didn't object.

This timber should not be left on the quay at all.

The quay is for unloading not storing. Folks living

behind this lot should speak with the developers.

WHY DID THE ROAD DISAPPEAR?

The first pic shows where the cutting of the tarmac stopped.

The second pic shows all the tarmac gone.

The third pic is about ten years old and shows the tarmac

still on the ground but being removed from Bath Street end.

Why would anyone remove the tarmac? So it cannot be used

as evidence of a road once being here I reckon.

Planning permission has been applied for the site closer to

Wherstead Road but I cannot find any stopping up order

for Harland Street which runs from Hawes Street to the

dock side. It is no longer there just like Gibson Street and

that one has been ripped up unlawfully again without

a stopping up order.

Foot Note: Aaron Miller and Jackie Osborn who represent

Suffolk Rights Of Way Limited in the Stoke area of swich

were given 50 quid fixed penalty tickets each for being

on Griffin Wharf. They are going to fight the tickets. More

to follow about this in a few days time. The pictures are

of Griffin Wharf and there are many others of my van

on Griffin Wharf a couple weeks ago.

ANGLO NORDEN TOO BIG FOR THEIR BOOTS.

We have all had our route blocked by this company.

Now they seem to think the whole dock is theirs.

This wood has been on Eagle Wharf for about a week.

Kids are climbing onto it to see mullet in the dock.

Someone is going to get hurt falling off this stack.

It may even topple onto someone walking past.

The Health and Safety folks have been informed.

A BRAND NEW CRIME SCENE THANKS TO IBC AND THEIR FENCES.

These images are now a daily occurance. People are losing property every day.

The kids stand behind the big fence around Mr Littles compound watching.

People park up and hide their valuables in the boot or under the seat.

They are being watched all the time from behind the fence.

They then take a walk in Bridge Wood and the thief jump over the fence and

robs the car. He then jumps back over the fence and watches until the coast is

clear when he disappears back over the airport or into Bridge Wood. The cops

don't stand a chance as the thieves work in pairs with one on Nacton road

with a mobile phone and he rings his accomplice if the Police happen to drive

towards Bridge Wood and the thief escapes into Bridge Wood and the cops

cannot give chase as there is a dirty great fence all around Bridge Wood.

The IBC brains have created a perfect system for thieves by stopping cops

chasing the crooks. How many brains do they need to see what they are doing

and hampering the cops at the same time.

IPSWICH DOCKS SECURITY MONKEYS FOUL UP AGAIN.

I drove down New Cut East and over the swing bridge tonight.

I went right up Cliff Quay and when I came back the security

monkeys were having a ball because they had swung the

swing bridge away and I was trapped within the docks much

to their amusement. Luckily for me I always have my tool-

kit in my van so out with the hack saw key and I was free.

I am going to have to get some Oxy-Acetylene gear in my

van the way these monkeys are behaving because I will not

be stopped using a Public Right Of Way.

The security fools saw me driving around and decided to remotely

shut the gates and trap me inside. Now that is silly in the

extreme as I have already burst open the gates by Neptune

Marina. I put the van against the gate and pushed. It now has a

broken hinge and a broken hydraulic ram.

I was proceeding in a Northly direction your Honour when

I was confronted by this unlawful obstruction just by

Neptune Marina. Taking the initiative and without a

thought for my own safety I realised a Right of Way was

in immediate danger. I edged my van closer and took the

strain as the gate buckled and groaned. Still I pushed and

then with one hell of a bang it sprung open and the RoW

was saved. Boy it really was some bang. I apologise to the

ladies drinking coffee at the Coffee shop who threw their

coffee over each other . Also sorry to the chap who

fell/jumped off his yacht and right into the cesspit that is

now Ipswich Docks. Associated British Ports can nick me

Normal Suffolk Plod blokes brought my diaries back today.

Not the like the agressive and pumped up prats who took them.

They were outside cops earning masses of overtime being prats.

Local plod doesn't behave like that at all and apparently local

plod didn't get the massive overtime payments either and

thay are not best pleased. No matter, somebody is banged up

for multiple murder even though the killing continued after

Steve Wright was locked up. As long as plod gets paid lots

it is alright. Something wrong here. Apparently I can have

the rest of my equipment back at the end of the month

if I drop my legal action against Suffolk Constabulary and

do not continue with my complaints. No chance. I know I have

little chance in the magistrates court as it was a tame

unquestioning magistrate who signed the original warrant but

I can then appeal and get a Judge to look at the way Suffolk plod

was taken over by rambo city cops earning a bomb or at least

getting paid a bomb for locking up the wrong bloke.

Simple answer to make work and rackup the overtime and

expenses for living away from home. Why did they have

Nacton Village closed off for about 6 weeks. Overtime of

course. This murder enquiry is just like the miners strike

when cops bought Spanish Villas out of the overtime they

racked up. Surely they must be looking for a killer? They

already have 3 people locked up so what are they hoping

for now. More overtime of course. I can have my computers

back if I stop my legal action against the Chief Constable

apparently. The word begins with B and sounds liked a

night time drink.

HIGH POWERED POW WOW AT FOOT PATH 2.

John Hunt, Peter and Judy Turtill. The Ramblers

Association Foot Path Secretary was there too.

Councillors Mowles and Quinton turned out and were

extremely patient and helpful listening in the freezing

wind as the argument went on and on.

Paul Turner the IBC solicitor presented his case and

all listened for a hint of compromise from either side.

Andy Sheppard the Parks Manager for IBC was given

a tape measure to see the gap on the side barrier was

indeed only 19 inches and not the 39 inches that the

other side was arguing for. A unknown lady in a hobby

cripple chair piped up as prompted by an IBC dogs body

and then left. A compromise is to be proposed by IBC.

The piece on the left of the map above marked missing should be

across the A14 here. It is the original perimeter road for the old

airfield and has always been a Foot Path and a ROW even

during the war when the RAF were here. Recently it has notices

saying PRIVATE nailed onto trees at the end nearer to the

entrance to Downham Reach but not liking litter I made sure they

went in a gale we had. From Bridge Wood to the far side of the old

airport field is a Public Right Of Way. A Public Foot Path but the

bit in the middle is missing. To exercise ones 'Right' means

crossing the A14 which is not recommended. If only the people

who plannedthese things asked us locals we could tell them

where to go:-)

THE LATEST GATE IS LOCKED. IT HAS A 'K' BARRIER BESIDE IT THAT IS ONLY 19 INCHES WIDE.

This gate has remained for a week now because the County

Council will not accept responsibility for a S.137ZA order

under the Highways Act 1980. They say IBC should be

sent it istead of the CC. I do not agree and nor does

anybody I have consulted about it. The only access is

now through a 19 inch gap. The S.53 Countryside and

Wild Life order on this PROW states it to be 2 metres wide.

DOES IBC WANT TO GO TO COURT? IS THIS A CHALLENGE?

First of all they had a lock on this illegal obstruction to Foot

Path 2.They were ordered to remove the lock by Suffolk

County Council and thenthe gate became unusable as it has

dropped on its hinges. To bolt this gatenow requires a

reasonably fit man to lift the gate and slide the bolt across at

the same time. If it is already bolted it is very difficult to lift

the gate andslide the bolt back open. The gate is an illegal

obstruction even when it is notbolted and IBC have promised

me on a few occasions now that Park Keeperswould be

instructed not to bolt this gate. I still found it bolted too

often and decided it was being done by well meaning

members of the public until earlier this month when John Hunt

had an appointment at this point with the head

Park Keeper Mr Steve Hunt. John was astonished to see

Steve Hunt close this gate lift it then slide the bolt across!!!!

WHAT A LIBERTY OBSTRUCTING NEW CUT EAST.

This is a road still complete with road signs and yet it is

gated and locked. I had to take a BBC Radio Suffolk man

around the docks last Sunday and I was able to take him

past these gates and down to the swing bridge but that

was not open. I took him all around the docks and up to

Cliff Quay and all the time he was recording what I was

saying. I couldn't think of anything to say sometimes but

luckily the driver was gabby:-) You may have heard me

but as I didn't know when it was to be broadcast I didn't

her my mellifluous voice addressing the world:-)

SOME ONE IS ANNOYED WITH WHAT I AM DOING!

At 3am Friday I posted a website that appears to have upset

somebody powerful as by 11am the cops were here and they

have taken all my computers and software. I have no MS

Office software and much else has been taken too all

because I set up www.ipswichwaterfrontaccess.co.uk and it

only has a front page so far with a little text about two lanes

of traffic all around the waterfront as above which is looking

from Helena Road towards Coprolite Street. The two rail-

way lines can be clearly seen. The gate replaces the barrier

a young lad was killed by about 3 years ago. Another web-

site www.suffolkrightsofway.co.uk is also annoying a few

people who do not want the Rights Of Way re-instated as

they want to build expensive flats there on our ROW. I was

told I was investigated in connection with the murders of

five ladies. My wife then had a heart attack and is in hospital

now. The cops never even asked me about the murders!

This is a 'gagging' exercise where they confiscate all my

evidence and try to keep me so busy not being convicted of

murder I will not have time to annoy those desecrating the

waterfront. I have borrowed this computer but I would not

be surprised if the cops took this one next. The fight goes on.

These Rights Of Way have been blocked

quite arbitrarily. ABP blame it upon the

developers but as far as I can see the

responsibility is with ABP whose response

to me was they were asked if they

objected and they didn't! I believe all

rights and responsibilities inherited from

the begining of the Port stay with the

Port authority ABP. if I am wrong I will

gladly retract that statement ABP.

FOOT PATH ACTION HAVING AN EFFECT.
This is what is left of Gibbon Street looking from
The Rope Walk (Curve Street actually) towards
the college. I have now been informed this has
belatedly been recognised as a public right of way
and a notice of diversion is to be published in the
local press. I await with interest to see what is
published. The moving force behind this has been
the Ramblers Association aided of course with

ALEXANDRA PARK/SUFFOLK COLLEGE.
John Hunt will have his work cut out here as work has
already started and the main Foot Path across the
college to Grimwade Street is already ripped up. It
is the one with the cross in the middle if you click on
the arial picture. It is shown in the first map as 1.
The cycle path is shown as 3 and is under threat too
and part of it shown on the map as 5 Long Street has
already gone. Off Kings Avenue is another small Foot
Path that has also already gone. I have passed this all over
to John Hunt and Suffolk Rights Of Way Limited as
I have failed so far and I think it maybe too late now
but we'll see if John can do more now and save it.

WELL DONE JOHN HUNT AND THANK YOU.
Regular readers will remember this pic I posted in
October. It is for another car park at Bridge Wood.
I objected to this development but without success.
John Hunt then formed a charitable organisation,
Suffolk Rights Of Way Limited which deals with
disability access as well as Rights Of Way in the country

THE START OF FIVE RIGHTS OF WAY.
At Bridge Street the railway lines cross the road.
They lead to the dock above and around it at
the top and right down to Helena Road. This
is also a Byway Open to All Traffic (BOAT).
Along the New Cut East the railway lines
also lead right down and across the lock
gate bridge to Helena Road. This is also
a BOAT. The edge of the dock on this
side is a Foot Path that runs from Flint Warf
right along the side of the dock to the
road stone plant and it joins up with the
BOAT and goes over the lock. These are all
Rights Of Way that have to be fought to
preserve as they are gated already. See

I am not able to drive down to the river
myself so why is it possible for people

This picture of Ipswich Airport was taken by a pilot who uses the handle Gooney Bird. It shows the protected airport building which IBC promised would be preserved when Lego Land was built. Of course a large wood screen was erected all around the airport building during construction of the houses and no one could see what happened to the Airport Terminal which was a listed and protected building. However Martyn Steggles a local pilot was not as easily put off as most of us and he flew over it a number of time and took these pictures for historic records for those of us intersted in protecting our heritage.

1.1 Ipswich Borough Council is a significant employer and a major service provider. We are committed to promoting equality of opportunity and eliminating all forms of unlawful discrimination on grounds of disability, race, gender, age, sexuality and/or religion. We strives to ensure that our actions are not incompatible with the convention rights of the Human Rights Act 1998.
1.2 Our vision is set out in Transforming Ipswich. We aim to deliver quality services for the people of Ipswich and ensure that the principles of fairness and ease of use underpin all the Council’s activities. The Council – in its roles as community leader, service provider, , employer and a purchaser of goods and services can make a significant contribution to removing the barriers to equal opportunities for disabled people.
1.3 Publishing this scheme is more than a compliance with our legal duties under the Disability Discrimination Act - it is a continuing step in our commitment to promoting equality of opportunity.
1.4 This disability equality scheme sets out:
· The method for assessing the impact or likely impact of our policies and practices on promoting equality for disabled persons· The steps to be taken in order to fulfil the ‘general duty’.· Arrangements for gathering information on the effects of our policies and practices on disabled persons · Arrangements for gathering information on the effect on recruitment, development and retention of employees· The extent to which the service we provide and other functions performed take account of the needs of disabled persons· The arrangements for making use of such information to assist in the performance of general duties.
1.5 The final scheme has been prepared involving disabled people by:· sending the first draft of the scheme to the Disability Advice Bureau and to the Ipswich Access Group· Sending a later draft to a wide range of stakeholders representing the interests of disabled people.
2 The Social Model of Disability
2.1 This Council considers that adoption of the Social Model of disability provides the most appropriate framework within which to consider issues relating to disabled people.
2.2 The Social Model of disability considers that, at present, disabled people do not have the same opportunities or choices as non disabled people. Nor do they enjoy equal respect or full inclusion in society on an equal basis. The poverty, disadvantage and social exclusion experienced by many disabled people is not the inevitable result of their impairments or medical conditions, but rather stems from attitudinal and environmental barriers.
2.3 Many people have positive attitudes towards disabled people, but some may express pity, fear, lack of respect and sometimes even contempt. Such attitudes can be hurtful and can lead to discrimination and can place unnecessary restrictions on disabled people.
2.4 For many disabled people, environmental barriers play an even more important role in restricting opportunities than attitudes. Whilst these may be unintentional their impact can be significant. By failing to take account of particular circumstances of disabled people in the design of buildings, services and employment practices this excludes and creates disadvantage. Similarly this will apply when setting budgets for programmes without considering the additional needs of disabled people.
3. What is meant by disability?
3.1 The Disability Discrimination Act 1995 provides a legal definition of disability which says that a person has a disability if s/he has a physical or mental impairment which has a substantial and long term adverse effect on his or her ability to carry out normal day to day activities.
In interpreting this definition the following should be borne in mind
· The definition includes people who have recovered from a disability.· Impairment covers both physical and mental impairment including sensory impairments· Substantial means more than minor or trivial· Long term means lasting more than 12 months.
A more detailed explanation of the definition is contained at appendix A.
4. The Duties4.1 The General DutyThe Council has an overarching legal duty under s. 49A of the Disability Discrimination Act 1995. The duty is that the council must‘in carrying out its functions have due regard to the need to’ do all of the following
· promote equality of opportunity between disabled persons and other persons· eliminate discrimination that is unlawful under the act · eliminate harassment of disabled persons that is related to their disabilities· promote positive attitudes to disabled persons· encourage participation by disabled persons in public life· take steps to take account of disabled persons disabilities even when that involves treating disabled persons more favourably than other persons.
‘Due Regard’ means that the Council, when making decisions, must give appropriate weight to these issues - in order to do that it must know what impact its decisions will have on these issues. The actual weight given is for the Council to decide and it will depend on the circumstances in each case.
4.2 The Council is also required to produce and publish and keep under review a Disability Equality Scheme and to set out within that scheme those matters outlined in para 1.4 above.
5. About Ipswich
5.1 Ipswich has a population of approximately 126,000, according to the 2005 mid year assessment. The town is growing fast and is comprised of some 53,600 households.
5.2 No information is available about the number of people who are disabled within the definition of the Act. However there is a wide range of other information available:
· The 2001 Census asked people whether they were disabled (without giving a definition).· The 2001 Census also asked people whether they had a limiting long term illness.· People with a disability living in an adapted property are entitled to pay a reduced rate of council tax. The Council holds records about the numbers of properties affected. Clearly not all households with a disabled person will be entitled to such a reduction.· Figures for payment of incapacity benefit· Figures for payment of disability living allowance.· Figures for payment of attendance allowance· Figures for payment of carers allowance· Figures for the number of Blue Badges in operation
5.3 The wide range of information sources applying different criteria make it difficult to know the numbers of people who are disabled. The difficulty is compounded by the fact that the Disability Rights Commission states that 52% of people who would, under the legal definition of disability qualify as disabled, do not declare or consider themselves to be disabled.
Census
5.4 According to the Census, 33.9% of households in Ipswich contained someone with a limiting long term illness. For the Eastern Region the figure is lower at 30.77% and for England overall is slightly higher at 33.55% Table 1 in Appendix B shows that in some wards in Ipswich the number of households containing someone with a long term illness is over 39%.
5.5 In terms of individuals with a limiting long term illness, the Census shows that 17.99% of people in England have such an illness compared with 16.2% in the Eastern Region and 17.92% in Ipswich. Table 2 in Appendix B shows how this is distributed across Ipswich wards. 5.6 The Census also highlights the number of individuals who describe themselves as permanently sick or disabled. 3.64% of the Ipswich population fall within this category compared to 2.81% in the Eastern Region and 3.83% in England. 5.16% of respondents aged between 16 and 74 described themselves as falling within this category in the Eastern region the number is 3.91% and in England the figure is 5.30%. The distribution of these individuals across wards is shown in table 3 in Appendix B
5.7 Local tax records show that in September 2006 show that there are 424 (0.8%) dwellings that receive a disability reduction. This figure has in recent years been increasing although due to a more restrictive interpretation of the qualifying conditions this figure has seen a reduction over the last year. The distribution of Council Tax Disability Reductions across bands is set out as table 4 in Appendix B.
5.8 In February 2006 the statistics for incapacity benefit/severe disablement allowance showed that there were 4,727 claimants in Ipswich. The ward distribution for different types of claim is set out as table 5 in Appendix B. Incapacity Benefit/severe disablement allowance are weekly benefits payable to those who are unable to work and are aged between 16 – 65. The figures highlight that mental health problems are the greatest cause for claim far exceeding any other.
5.9 Disability Living Allowance is a weekly benefit payable to individuals from age three who have mobility problems and to those from birth who have substantial care and or supervision needs. It can be claimed by those up to age 65 on first claim and once in payment can be paid indefinitely thereafter. In February 2006 the number of awards was as follows:-

5.10 Attendance Allowance which is payable to disabled people who claim over the age 65 was in payment to 3,900 Ipswich claimants in February 2006Attendance Allowance – February 2006 (thousands)Ipswich 0.0390Eastern region 21.42England 1642.09
5.11 Both Attendance Allowance and Disability Living Allowance are payable as a result of specific criteria being met and as separate entitlements and do not overlap therefore the total number of claims in Ipswich can amount to approximately 9,000.
5.12 Carer’s Allowance is a benefit payable to those who provide care of 35 hours per week or more in respect of those receiving Attendance Allowance or the middle or higher rates of the care component of Disability Living Allowance. In February 2006 there were 1,970 people in Ipswich entitled to Carer’s Allowance representing 50.3% of all those receiving Carer’s Allowance in Suffolk and 7.42% of those in the Eastern Region.
5.13 Although figures are not provided for Ipswich there are over a three year period 30,000 Blue Badges have been issued to Suffolk residents. Whilst these figures cannot at present be broken down to an Ipswich level, clearly Ipswich is the main shopping centre and many car journeys will be to Ipswich, even if they don’t involve Ipswich residents.
6. About Ipswich Borough Council
6.1 The Council’s principal roles are:
· As a provider of community leadership and support· To provide a sense of place
In doing this we:· provide a range of services and facilities,· enable development within the Borough,· are a convenor of other public services via the Local Strategic Partnership. · Are a significant employer and a purchaser of goods and services
6.2 In the performance of its direct provision role the Council carries out functions in the following core areas:
· housing· planning and economic development · environmental management and regulation· housing and council tax benefits· culture leisure and sport · transportation and parking· planning· community safety
6.3 The Council comprises 48 elected councillors who are elected for a four year period. The Council has adopted Leader and Executive arrangements. The Leader and Executive discharge most of the Council’s functions on behalf of the Council. Many remaining non- Executive functions are supervised by committees. The Council however retains overall supervision of all decision making.
6.4 An Overview and Scrutiny Committee and its Scrutiny Sub-Committees, support the work of the Executive and the Council. Meetings of the Council, the Executive, Overview and Scrutiny and its sub committees are open to the public except where personal or confidential matters are being discussed.
6.5 The work of the Council is supported by its employees who are grouped into service areas operating under the leadership of the Council’s Directors’ Team headed by the Chief Executive The Chief Executive is the point of contact for the Disability Rights Commission.
6.6 The Chief Executive, Directors and Councillors provide strategic advice and oversee the work of the Council. The team of Chief Officers is also responsible for the corporate management of the Council. The Chief Executive and Directors Team is responsible for the giving of strategic advice to the Council. A Director has responsibility for equalities matters within Directors Team.
6.7 The Council is a ‘Positive about Disabled People’ Employer.
6.8 The Council recognises the importance of equality issues and the Fairer Ipswich Officer has responsibility for advocating equality issues within the Council and for giving advice on new policies to make sure that they don’t have an avoidable disproportionate impact on disabled people.
6.9 Area Forums have been established and give local people a greater say in Council affairs. These provide a way for local people to discuss issues which are important to them and to influence the way in which local services are prioritised and managed.
6.10 As part of the Council’s responsibility to promote Disability Equality we will:
· seek to ensure that all new policies are assessed using an equality impact assessment using the methodology appended to the scheme as (see section 7 for further details).· ensure that appropriate consultation is carried out as in section 9.· Ensure that where significant policies are reviewed the same methodology will be used (see section 7 for more details)· Require operational plans and service plans to commit to review relevant policies ( See section 7 for more details) · Encourage service areas to complete a Diversity Audit to highlight good practice or weaknesses in knowledge and/or skills to provide a basis for improvement.
6.11 The Disability Rights Commission states that 52% of people who qualify as disabled under the Act do not declare or consider themselves to be disabled. The percentage of the Ipswich Borough Council workforce declaring a disability in accordance with the Disability Discrimination Act 1995 is 2.11%. The percentage of the population that declaring themselves economically active but disabled in the census was 13.86%. However the definitions used in the census were not the same as in the Act so a satisfactory comparison cannot be made - like is not being compared with like.
6.12 To help meet the General Duty it will be necessary to establish an Equalities and Diversity Group within the Council along with a group to specifically consider issues of disability that can further inform the work in this area
6.13 In meeting the General Duty the Council will a) promote equality of opportunity between disabled persons and other persons by raising awareness of disability and disability issues through our publications and through training. b) eliminate discrimination that is unlawful under the Act by raising awareness through providing facilities for councillors and employees to receive training and through our publications and encourage the reporting of discriminatory acts and use of our complaints procedure and taking appropriate action and through involvement of disabled persons through consultationc) eliminate harassment of disabled persons that is related to their disabilities through raising greater awareness by training employees, use of the Harassment and Bullying policy and reporting. In responding to allegations of harassment relating to housing the Council will continue to apply its policies and procedures on dealing with this. In responding to other allegations the Council will in appropriate cases, liaise with the police and use anti social behaviour orders to protect disabled people.d) Promote positive attitudes towards disabled people by ensuring our buildings are accessible, maintaining our ‘Positive about Disabled People’ status and raising awareness through training and through impact assessing our procedures policies and practices and ensuring that monitoring is undertaken.e) Encourage participation by disabled persons in public life by involving disabled persons in the development of policies and in the process of impact assessments and producing information on the role of councillorsf) Taking steps to take account of disabled persons’ disabilities, even when that involves treating disabled persons more favourably than other persons by raising awareness and through the effective use of impact assessments and through effective monitoring.
The steps to be taken are outlined below.
7. Arrangements for assessing the Council’s policies for their impact on equality for disabled persons.
7.1. This section is divided into the following areas Review of Current Policies New policies Changes to policies
7.2 Review of Current Policies
7.2.1 Over the lifetime of this scheme up to 12 areas will be selected for review. When carrying out these the Council will assess how each of the relevant policies can contribute to the general duty
7.2.2 Each impact assessment will be carried out by the service area manager and appropriate Officers and supported by the Fairer Ipswich officer, the Equalities and Diversity Group along with and overseen by the Directors Team
7.2.3 The council will ask the following questions
· Is there any evidence, or other reason to believe, that there is higher or lower participation or uptake by people with disabilities?
· Is there any evidence that people with disabilities have different needs, experiences, issues and priorities in relation to the particular policy issue?
· Is there an opportunity to better promote equality of opportunity or better community relations by altering the policy or working with others in government or in the wider community?
· Have relevant groups, organisations or individuals indicated (following consultation or otherwise) that particular policies create problems which are specific to them?
· Does the policy appear to be directly or indirectly discriminatory?
· Is there an alternative measure that could achieve the same goal without adverse impact?
7.2.4 In asking these questions the Council will need to:
· Look at records of complaints· Look at customer satisfaction surveys· Carry out consultations with relevant representatives. The Fairer Ipswich Officer will advise who is a relevant consultee for each policy.
7.2.5 These reviews will be carried out in consultation with the appropriate Director, the Fairer Ipswich Officer and the appropriate policy officer If any discriminatory effect is found then consideration will be given to changing the policy in order to remove the discriminatory effect. Where change is not made a full reasons will need to be given as to why the change is not to be made
7.3 New Policies
7.3.1 Any policies or procedures being developed will need to be subject to an initial assessment in order to determine the importance of the policy in meeting the ‘general duty’. In order to determine relevance the following questions may be asked:
· Does the policy/procedure affect the public directly?· Does the policy affect the public indirectly?· Does the function or policy relate purely to technical matters- if so the policy might still be relevant?· Is there evidence to show that the policy may have a differential impact on different race equality groups?· In the absence of evidence are there any groups that may be affected by the policy more than others· Does the policy have employment implications
7.3.2 Where the answer to one or more questions is positive then the strategy policy or function is likely to be relevant and should be the subject of a full impact assessment.
7.3.3 When an impact assessment is to be carried out relevant groups should be consulted at the earliest opportunity which may provide the opportunity to highlight issues and prevent the strategy, policy or procedure having a discriminatory effect.
7.3.4 Anyone responsible for preparing drafts of important policies or reports on functions procedures and practices should ensure that relevant groups are consulted at an early stage which gives them the opportunity to prevent the policy having a discriminatory effect. The Fairer Ipswich Officer can advise about relevant consultees. The Fairer Ipswich Officer should also be consulted and may ask for the policy to be referred to the Equalities and Diversity Group or for consideration by Disability Group/Disability Access Group
7.3.5 Whenever the Council is considering introducing a new written policy this must be considered by the Fairer Ipswich Officer, Legal Services, Directors Team, Policy Committee and Executive before adoption. Each policy must include an Equality Impact Assessment. This will include the results of any external consultations, recommendations, and appropriate monitoring and evaluation arrangements. Each level should ensure that the writer of the policy has consulted relevant groups to ensure that the Council’s obligation under the three strands of the general duty have been debated and the equality impact assessment considered before considered before the policy, function or procedure is formally adopted. New policies should be reviewed after 6-12 months to ensure that the policy is meeting its aims and objectives and that disability equality actions are being undertaken
7.4 Changes to Policies7.4.1 In the case of changes to policies, functions, practices or procedures provisions as outlined in 7.2 to 7.3 above will also apply
8. Management of the implementation of section 7
8.1 As part of its corporate planning process, the Council will build appropriate objectives and targets relating to the general duty into corporate and business plans. These will be reflected at all levels of strategic planning within the Council. Where managers need to review policies in their service areas it will be necessary to include this duty in individual staff objectives and performance targets as part of the annual staff appraisal process and annual plans. The Chief Executive in conjunction with Directors Team will monitor progress on meeting objectives, including those relating to the general duty, at regular meetings. Individual performance will be monitored and reviewed through performance review arrangements using the staff appraisal and performance review process.
8.2 A progress report as to meeting duties under the scheme policies will be included in the Council’s annual report, a copy of which will be sent to the Disability Rights Commission.
8.3 The Council will liase with the Disability Rights Commission and the Suffolk Joint Diversity Working Group with a view to ensuring that progress is maintained.
9. Consultation
9.1 The Council is committed to engaging groups and individuals in the consultation process at as early a stage as possible. Section 7 sets out how people will be involved in the review and assessment of policies and the adoption of new or changed policies. The method of consultation may take different forms ranging from written consultation focus groups or questionnaires will depend on the subject and it isn’t appropriate to specify the means here. We will use whatever method we believe is most appropriate. We will engage with other partner agencies Disability groups, businesses and individuals in order to identify how best to obtain their views
9.2 When organising consultation meetings, the Council will take steps to ensure full participation through careful consideration of the time of day, the appropriateness and accessibility of the venue, how the meeting is to be run, the use of appropriate language, whether sign language is needed and the provision of childcare.
9.3 Information will be made available for all consultation with the affected groups to ensure the highest level of inclusion in any policy decision making. It will furthermore be made available, on request, in accessible formats and in appropriate minority languages to meet the needs of those who are not fluent in English.
9.4 The Council considers it particularly important that sufficient information is provided to enable all affected groups and individuals to consider the full implications of proposals.
9.5 The Council will make sure that as much of the relevant information held by the Council is available to consultees as is practical. This will normally include things like reports from consultants.
9.6 Consideration will be given to how best to communicate information to young people and those with learning disabilities and the Council will discuss with representative groups how best to achieve this.
9.7 Training will be given to staff who are engaged in consultation exercises so as to ensure that they have the necessary skills to communicate effectively This will be developed with affected groups.
9.8 The Council will allow adequate time for groups to consult among themselves as part of the process of forming a view. The Council will be sensitive to the different needs and customs of consultees.
9.9 The Council will seek to work in partnership with others and seek to ensure that the partnerships can adequately meet our needs.
10. Gathering Evidence.
10.1 The Council will ensure that all satisfaction surveys commissioned by the Council for any purpose will ask respondents to voluntarily give their ethnic group, age and extent of disability. In analysing surveys the Council will ensure that if there are significant variations in results between different groups that this is noted on the report and reported to the relevant manager, Equalities and Diversity Group /Directors Team. Steps will need to be taken to ensure that that sample sizes are representative, and if a small sample shows a large variation between different ethnic groups and or disabled people this may indicate a need for a survey of a larger sample rather than necessarily proving that there is a problem.
10.2 The Council will continue to take steps to improve the means of monitoring service take up by disabled people, service outcomes; service satisfaction rates and service user needs and during the life of this scheme the Council will monitor the use One Ipswich-Customer Services Centre by disability.
10.3 The Council will consider if there are other ways in which it can ensure that potential discriminatory polices or practices are detected and dealt with effectively. This may include the use of:
· Information from other Councils and organisations· Disability Rights Commission· Census· Labour Force Survey· Household Survey· Pressure Group data· Statutory agencies· Deprivation studies and other appropriate documents· Published research reports· Community views
11. Publication of equality impact assessments and monitoring
11.1 The Council will make publicly available the outcome of any equality impact assessment and of any monitoring it undertakes. This will include:· the aim of the policy to which the assessment relates;· details of any consideration given by the Council to measures which might mitigate any adverse impact of that policy on the promotion of equality of opportunity;· details of any consideration given by the Council to any alternative policies which might better achieve the promotion of equality of opportunity.
11.2 This material will be publicised by:11.2.1 Making it accessible at the Council’s website at http://www.ipswich.gov.uk/.11.2.2 Making it available in printed and electronic form to anyone who asks for it. 11.2.3 Making a summary leaflet available. A Fairer Suffolk The Disability Equality Duty leaflet highlighting the Duties has been produced by the Suffolk Joint Diversity working group.11.2.4Inform the general public about the availability of the material through press releases and the display of public notices and posters. 11.2.5 Informing people who were consulted on the assessment.
12. Employment
12.1 Ipswich Borough Council is committed to promoting disability equality in all aspects of employment and is committed to promoting equality of opportunity for all staff. It holds ‘double tick’ Positive about Disabled People award. Ipswich Borough Council does not discriminate against disabled people. Assessment in respect of selection and recruitment processes is based entirely on ability and suitability for the job. The Council aims to ensure that all staff can meet their potential and offers training and education opportunities and flexibility in working arrangements. The Council is committed to encouraging a diverse workforce along with an environment where discrimination, harassment and bullying is not tolerated.
12.2 Through introduction of the new HR computer system the Council will be better able to monitor the impact of its policies on the recruitment and retention and development of disabled people and take appropriate steps to redress any imbalance.
12.3 All employees have been asked to state whether or not they consider themselves to be disabled. The Head of Human Resources will ensure that senior managers and Councillors will receive annual reports detailing:
12.3.1 The percentage of new recruits who are disabled12.3.2 The percentage of leavers who are disabled12.3.3 The percentage of the workforce who are disabled12.3.4 The Council will also introduce monitoring of training opportunities for disabled people
13. Training 13.1 Training for Councillors, Directors, Senior Managers, Service Managers and relevant staff in respect of duties under the Act and undertaking impact assessments will be made available. Optional training for others will continue to be provided through equalities training where duties under the Act and also in respect of the Scheme have been incorporated. In addition a session on the duties under the Act and the Disability Equality scheme will be incorporated into the Council’s induction programme for new staff. In addition funds have been secured to explore the best methods possible for delivery of diversity training amongst all staff. It is proposed that this project will commence in 2007.
13.2 It is essential that training in relation to the duties under the Disability Discrimination Act and the Disability Equality scheme is a continuing feature of the Council’s training provision. Mechanisms for training all staff are to be investigated.
13.3 The Council will continue to develop its training in this area with the principal aims :-
13.3.1 To raise awareness of current anti-discrimination legislation. This will include an explanation of the duties and their implications for all employees.
13.3.2 To provide those employees involved in carrying out impact assessments with the necessary skills and knowledge to do this work effectively.
13.3.3 To provide those employees who deal with complaints in relation to the implementation of the Council’s Scheme with the necessary skills and knowledge to investigate and monitor complaints effectively.
13.3.4 To provide those employees involved in the consultation processes with the necessary skills and knowledge to do this work effectively.
13.3.5 To provide those employees involved in the implementation and monitoring of the effective implementation of the Council’s Equality Scheme to do this work effectively.
13.4 The impact of training will be evaluated so that the extent to which staff fully understand their role in implementing the duties can be assessed. The Council will report on the extent to which its training objectives have been met as part of the annual review and this will be submitted to Optua and the Disability Rights Commission
13.5 The Council will deliver all elements of the training plan in consultation with input from groups representing disabled people. It may be carried out in partnership with Optua or other partners
13.6 All staff will also have access to a full copy of the Scheme. Staff will be encouraged to identify any potentially discriminatory aspects of any policy and this is particularly highlighted at induction for new staffA summary of the scheme will also be made available.
14. Public access to information and services
14.1 As part of its commitment to ensuring ease of access and promoting fairness Ipswich the Council knows it must communicate effectively. As part of this it realises that printed communication in English may not the best way of consulting with everybody. The Council will need to communicate in different ways with people in the following groups: · people with sensory and learning disabilities;· members of ethnic minority groups whose first language is not English;
14.2 The Council will ensure that communications are accessible to all communities. This might include issuing press releases on disc and talking newspapers and ensuring effective use of the internet. The Council will also consider, where appropriate, what other measures might be used to ensure effective communication of this information to all members of the community.
14.3 Information about council services will be made available on request in accessible formats where this is necessary or desirable to meet the needs of those who are not fluent in English. Information in common languages will be included on information leaflets about our services and be available in different formats
14.4 The Council intends that all of its services are fully accessible to all parts of the community. Equality impact assessments may highlight any factors which indirectly discriminate by making a particular service less accessible to particular groups. The Council will monitor access to information and services to ensure equality of opportunity.
14.5 In all Council premises open to the public, the Council will seek to promote equality of opportunity and good relations within the terms of Section 49A of the Disability Discrimination Act. All public offices, leisure and community centres will promote a welcoming and harmonious environment. The Council will adhere to the relevant provisions of the Disability Discrimination Acts
15. Publication of the Disability Equality Scheme
15.1 Following submission to the Disability Rights Commission/ Disability Forum for Suffolk, this scheme will be available on request from Ipswich Borough Council, Grafton House, 15 – 17 Russell Rd, Ipswich IP1 2DE. It will be placed on the Council’s website ( http://www.ipswich.gov.uk/ ). The Council will also seek to maximise publicity in the press and ensure prominent coverage in the Council’s own newspaper The Angle. A copy will also be sent to all appropriate consultees. Consideration will also be given to other suitable methods of publication.
15.2 The Scheme will be available in electronic formats and will also upon request be made available in other formats Braille, audio tape, large print and other formats.
16 Complaints and Incidents16.1 Any person should be able to make a complaint and in doing so should be dealt with in a sympathetic manner.
16.2 The Council considers that complaints are normally best dealt with under the Council’s well established general complaints procedure which has been vetted by the Ombudsman and the Audit Commission. Full details about the procedure are in a separate leaflet. We will always try to resolve by discussion and agreement if we can.
16.3 Sometimes rather than raising a formal complaint, people may request that the Council carries out an early impact assessment on a policy. The council will encourage people to suggest improvements or changes to policies. We would always encourage this - even if the request for a change doesn’t specifically relate to a general duty issue.
16.4 We will take steps to ensure that the disability, age, ethnicity and sexuality of complainants is monitored effectively and that our complaints leaflets contain relevant information in accessible formats and languages.
16.5 The Council will not tolerate any form of harassment or discrimination by or towards its employees or anyone working for or on behalf of the Council. Staff are to be encouraged to report any incidents as soon as possible whether as a victim or a witness. Staff are encouraged to make use of the Dignity at Work policy. Deliberate Discrimination or harassment by a Council employee that employee will be subject to action under the Disciplinary Procedure. Unintended Discrimination will be regarded as an important training or counselling matter. 17. Partnership working with one-Ipswich, Voluntary Organisations and Contractors.
17.1. The Council will ensure that it meets its duty to promote disability equality in working with its partners eg One Ipswich partnership,the arrangements it makes for contracting out services to private companies at tender and delivery and in awarding grant aid to voluntary organisations.
17.2 The Council will ensure that contractors and voluntary organisations are aware of and are assisted to fulfil their rights and responsibilities under the Disability Discrimination Act.
17.3 Steps will be taken to ensure that the partnerships in which the Council is involved that partners are aware of the Council’s duties under the Disability Discrimination Act and the Council will use these partnerships to promote the interests of disabled people.
18 Review of the Scheme
18.1 Within three years of submitting this scheme to the Disability Rights Commission, the Council will conduct a formal review of the scheme every three years. We will decide what has worked and what hasn’t, consider any revised guidance issued by the DRC and see if any improvements can be made. We will of course consult on the review.
18.2 The outcome of this review will be made public and will result in a new scheme.
Ipswich Borough Council wants wants to ensure that its services are accessible to all our customers. Our documents can be made available in large print, Braille, on audio cassette or computer disk. We can also provide information in languages other than English. We also work with Language Line to remove language barriers.
Appendix A
The meaning of disability.
What is meant by disability?The Disability Discrimination Act 1995 provides a legal definition of disability which says that a person has a disability if s/he has a physical or mental impairment which has a substantial and long term adverse effect on his or her ability to carry out normal day to day activities.
In interpreting this definition the following should be borne in mind
People who have recovered from a disability. People who have had a disability within the definition and have since recovered area.
Impairment Impairment covers both physical or mental impairment and includes sensory impairments such as those affecting sight or hearing.
Mental Impairment Mental Impairment is intended to cover a wide range of impairments relating to mental functioning including learning disabilities
‘Substantial’ adverse effect A substantial adverse effect is something which is more than a minor or trivial effect. The requirement that an effect must be substantial reflects a general understanding of disability as a limitation going beyond the normal differences in ability which might exist among people.
‘Long Term’ effect. A long term effect of an impairment is one which has lasted at least 12 months, or where the total period for which it lasts is likely to be at least 12 months or which is likely to last for the rest of the life of the person affected. Effects which are not long term would include loss of mobility due to a broken limb which is likely to heal within 12 months and the effects of temporary infections, from which a person is likely to recover within 12 months.
Recurring effects If an impairment has had a substantial adverse effect on normal day to day activities but that effect ceases, the substantial effect is treated as continuing if it is likely to recur ie if it is more probable than not that the effect will recur.
Normal Day to Day activities.These are activities which are carried out by most people on a fairly regular and frequent basis. The test of whether an impairment affects normal day to day activities is whether an impairment affects one of the broad categories of capacity listed in schedule 1 of the Act. These are:- Mobility Manual dexterity Physical coordination Continence Lifting, Carrying, Moving everyday objects, Speech, hearing, eye sight, Memory or ability to concentrate, learn or understand, Perception of the risk of physical danger.
TreatmentWhere treatment is being received which alleviates or removes the effect of impairment though not the impairment itself, in such cases the treatment is ignored and the impairment is taken to have the effect as if treatment were not being applied. This however does not apply if adverse effects are not likely to recur even if treatment stops ie impairment is cured.
Wearing of spectaclesThe one exception to the rule about ignoring the effects of treatment is the wearing of spectacles or contact lenses.
DisfigurementPeople with severe disfigurements are covered by the Act and do not need to demonstrate that the impairment has a substantial adverse effect on their ability to carry out day to day activities.
Others automatically covered by the definition.Other people automatically treated as disabled under the Act. Anyone who has:- HIV infection Cancer Multiple sclerosis Registered or certified blind or partially sighted or if not registered or certified as blind can meet the definition of disability.
Worsening ConditionsProgressive conditions are conditions which are likely to change and develop over time. A person who has a progressive condition will be covered by the Act from the moment the condition leads to impairment affecting ability to carry out normal day to day activities.
Genetic ConditionsIf a genetic condition has no effect on the ability to carry out normal day to day activities the person is not covered. Diagnosis does not in itself bring someone within the definition. If the genetic condition is also progressive the progressive rule applies.
Conditions specifically excluded.Certain conditions are regarded as not amounting to impairments. These are as follows:-
Addiction to or dependency on alcohol, nicotine or any other substance ( other than as a result of the substance being medically prescribed) Seasonal allergic rhinitis (hayfever) unless it aggravates another condition tendency to set fires tendency to steal tendency to physical or sexual abuse of others exhibitionism voyeurism disfigurement through tattooing non medical body piercing something attached through such piercing
People who meet the definitions contained in the act are protected whether or not they themselves might consider themselves as disabled. Appendix B

Equality Impact Assessments are a way of assessing the potential impact of proposed or existing policies, practices and services on different equalities strands/groups, in order to mitigate or remove any adverse impact wherever practicable.
Ipswich Borough Council has decided that the following 6 equalities strands must be considered in equality impact assessments: Race, Disability, Gender, Age, Sexual Orientation, Belief/Faith.
Assess Early!
Equality Impact Assessments should take place as early as possible when considering a new policy, procedure, function or service – or a review of them. They should preferably be considered at the outset to ensure they are an integral part of the planning and decision making process e.g when a project or working team is first put together. Leaving the EIA until e.g a committee report has been drafted will usually be far too late because it may then be necessary to carry out consultation exercises etc with stakeholders which could take considerable time to administer, hence holding up the decision making and approval process. EIAs are not an ‘add on’. A ‘tick box’ approach is not acceptable.
Screening
‘Screening’ is a process to ascertain whether a full Equality Impact Assessment is necessary as it is recognised that in some situations it may not be. Screening is important as a ‘gatekeeper’ and must be carried out consistently and based on appropriate information. Certainly the decision not to carry out a full assessment must be recorded with robust supporting reasons. All proposed new policies, procedures, functions and services or proposed changes to them must be screened.
Even where the screening process decides a full impact assessment is necessary differing amounts of resource will be deployed according to the relevance of the proposed policy to the different equalities issues and its potential impact.
Guidance notes and templates will be made available on the Intranet both for screening and full assessments and appropriate training and support made available. Completed full assessments will be held by Human Resources and Councillor Services to ensure they are available for in-house monitoring purposes, for attaching to committee reports, to share best practice with other managers, or publication in the event of a request from an interested party.

The confirmation order is way over 6 years old and yet
still these Foot Paths are not on the Ipswich Definitive
Map. That is because there still is no definitive map
and some folks could find themselves buying houses
that have Foot Paths running through the front room.
It really is that bad as local folk know. Brazierswood
Estate has been built over many Foot Paths and those
Foot Paths are still in the same place as they were 100
years ago. A solicitor doing a search would not find
the Foot Paths as they are not mapped. Things are
about to change as John Hunt has now got
Suffolk Rights Of Way Limited up and running as
Suffolk Access and that company will make sure the
Foot Paths are not lost. It is also representing mobility
impaired folks who cannot get over shop door steps or
use Foot Paths around Ipswich.

You have to travel the piece marked on the map as new.
Unfortunately you then come to a gate shown above so
you will not get to pass some time on the benchs on the
North side of the A14 with a flask of tea and watching
the traffic struggle past. My wife and I would spend an
afternoon on these benches before I became a cripple.
We would have our dog with us and sometimes some
of our grandchildren. Alas like Mansbrook and the
foreshore at the point we can no longer access these
spots as wheelchairs are not allowed. The map is very
important as it shows where the Right Of Way should
pass over the A14 too. A bridge is missing and this route
should join up with FP11 Nacton which leads down
through Bridge Wood to the river. Hotdog vans are
allowed there but not cripples in their cars yet. The route
to the river through Bridge Wood is owned by IBC but it
is a ROW they have put a gate accross. There is now a
Limited Company Suffolk Rights Of Way Limited that
operates as Suffolk Access and is a charitable organisation
which pays no salaries or dividends and has no share
holders that is going to fight for these routes to be re-
stored and all other ROW in and around Ipswich. It will
soon have a website and can be contacted already at

CHIEF EXECUTIVE OFFICER WARNED.
This gate is in Brazierswood Road and beside it is a notice
saying it is open access land. Just how open it is not clear
as this gate and two more on what is Foot Path 2
cannot be accessed by those in wheelchairs. The CEO of
IBC has received 3 letters like the one below off me so
soon we will see his reaction.
Dear Mr James Hehir CEO Ipswich Borough
Council.
Re: Disability Discrimination Act (DDA)
On 31st October I was unable to use Foot Path 2
from the second gate at map grid reference
TM 186410 because it has a locked gate with a
kissing gate beside it.This is because a kissing
gate prevents wheelchair access and I am a
wheelchair user. As a result, it is impossible for
me to access your premises and use your services.
The premise in question being Brazier's Wood.
As I am sure you are aware, the Disability
Discrimination Act says that where a physical
feature makes it impossible or unreasonably
difficult for disabled people to make use of any
service which is offered to the public, a service
provider must take reasonable steps to:·
remove the feature, or· alter the feature, or·
provide a reasonable means of avoiding the
feature, or· provide a reasonable alternative
method to making the service available to
disabled people.
Please could you tell me what steps you have
already taken to meet this legal duty?
In particular, what action do you intend to
make to alter, remove or avoid the kissing gate.
When do you expect this work to start and be
completed?
If no such work has been carried out or is
planned, please could you explain the reasons why?
Please could you also explain any other steps you
intend to take so that disabled customers like
myself can have access to your services on the same
basis as non-disabled people? I look forward to
receiving your reply within 14 days. If I do not receive
a reply within 14 days I reserve the right to take action
under the Disability Discrimination Act.

Do they think we are stupid? Ipswich Buses is owned by IBC

and now they are canceling bus routes and telling us it is due

to the County Council. IBC is seeking Unitary Status and

trying to free itself from County Council supervision and

that would be dangerous. IBC cannot or rather will not

enforce the Disability Discrimination Act to allow folks who

have to use wheelchairs access to some buildings that have

steps. IBC has failed totally to produce a definitive map of

its own town despite central government instructions to do

so. IBC has been ordered to produce this map several times

since 1949 and has totally failed. When I want Public Rights

Of Way unlocked I have to get the County Council to order

IBC to unlock the gates. IBC will not do it otherwise. They

seriously need County Council supervision all the time.

I have now given Steve Hunt and his workers at Bridge
Wood/Brazier's Wood a copy of the above Fact Sheet from
The Ramblers Association and they are the authority on Foot
Path law and Rights Of Way issues. I expect the gates over
the old airport to come down now quickly followed by the
gates over the Lairs or I shall resort to section 13o orders in

This is Richard just before he threatens me with the sledge
hammer he is carrying at 3-30 approx 19th Oct. I then go to
Holywell Park and speak with their "line manager" Steve Hunt
who tells me he will continue to instruct his staff to close the
gate even after I tell him he is breaking the law. I have given

The notice says IBC wants a car park and yet the plans
mention Bellway Homes Essex Limited! The car park is
unnecessary as there is already adequate parking as can be
seen from the pics. To increase the amount of parking all
that is required is to remove the tree stumps that are
set in the ground all around the present car park and add
tarmac to the unusable areas between the bays. Why on
earth have more car parking? Why is Bellways name on
the plans?

the circuit along the shore without having to manhandle

I have had a gate removed here before as can be seen and

this gate is not only unlawful but it is also a nuisance:-) It is

the first of 4 gates on Foot Path 2. Foot Path 2 was confirmed

as a modified Foot Path by Suffolk County Council on the

8th December1999 and yet IBC have put a locked gate across

it as if there was no public Right Of Way here. Ipswich

Borough Council have been made aware of their committments

many times and yet it still has not removed the locks from this

gate. If it does not do so within seven days the County Council

will be served with a section 130 under the Highways Act 1980

and it will then be down to Suffolk County Council to act and get

something done. The way things are going I can see a whole

load of section 130 orders being served. These orders cost a lot

of money for tax payers and they are so unnecessary if only

Ipswich Borough Council carried out it's duties correctly.

A SUFFOLK country park user today called on police to crack down on perverts using a rural car park for sex.
The man says 'doggers' regularly use the Bridge Wood Car Park at Orwell Country Park for open air sex and fears children and families may unwittingly stumble on people committing lewd acts.
He says police turn a blind eye to the goings-on and has resorted to taking photographs of people using the car park to post on the internet in an attempt to deter the practice.
Suffolk police, however, said it patrols the area regularly and is not aware of dogging at the site.
The man, who regularly walks his dog in the area but wants to remain anonymous, said: “It has been going on for a long time but the police don't do anything about it.
“They will go to the car park every now and again but don't really take any notice.
“I think they regard it as adult activity and as long as they are out of the way it is okay - but it is not.
“Some Friday nights and Saturday nights the place is heaving with 20 or so people up there.
“People shouldn't have to put up with this rubbish going on.”
Despite a drop in instances since he began his photography campaign, the man has still called for police action.
A Suffolk police spokesman said: “The Bridge Wood Park, Orwell Country Park and Alnesbourne Priory area is a remote site and therefore patrolled regularly especially during late and night shifts.
“Officers patrol the area looking for any criminal or suspicious activity such as drug use and criminal damage and to look for abandoned vehicles to describe but a few examples.
“We are not aware of the activity described being an issue or of any recent complaints.
“If complaints of such anti social behaviour are received then we will of course respond appropriately.”
News of the alleged dogging site comes just a week after a picnic site off the A14 was closed after rangers discovered people had been using the area for similar activities.
Rangers at the Haughley picnic site, near Stowmarket, reported a number of indecent incidents during recent months.
The temporary closure is set to be reviewed by Suffolk County Council at the end of the month.

It is over 6 weeks now since I received the post card from James Hehir. This past week I have been in regular telephone contact with his office and I have been lied to. Yes that is correct, the Chief Executive of Ipswichs Office has lied to me with various excuses and blatant lies. I have been told a letter was posted to me a week ago. Then I was told it may have been lost in the internal postage system but another copy would be sent to me by e-mail and a copy of the hard copy would also be sent to me. That was pure unadulterated lying as no e-mails or hard copies ever arrived so if ever you think you are being lied to by James Hehirs office you are probably correct in your thinking. My original complaint was about disability access to Bridge Wood and then about Foot Paths being unlawfully blocked. The correspondence is below for all to see.

Dear Mr James Hehir,
I am disabled as is my wife and we cannot access many of the footpaths around what used to be the old airport because they have been blocked by IBC.
I have spent many months trying to get this issue settled through AndySheppard and Steve Hunt and eventually through Tracey Lee.
I went back to Andy Sheppard for one final attempt to get this matter sorted but I just received a complete lack of understanding from them and some pretty silly excuses.
Tracey Lee, in her letter to me dated 29th June 06 Referenced TL/sprhas told me that before I take this matter to the local government Ombudsman I have to refer it to you and that is the reason for this letter.My wife and I cannot access any of the gates erected across footpaths by IBC at Bridgewood/Brazierswood and Ravenswood and we feel we arebeing discriminate under the provisions of the DDA.
Further more I am certain that many of these gates are illegal in another way and that they obstruct footpaths.
Will you please look into this matter while we still have some summer left in which to enjoy the countryside we have used for the last 60 odd years?

That letter resulted in the Post Card at the top of this page followed by a load of lies by a lady whose name I will keep off the record for now. I am doing this in the full glare of the public because there is an arrangement whereby the matter can be sorted out between the Ombudsmans office and IBC without reference to me to save a report being made which is not what most councils want. They want everything to be kept quiet.

MORE GATES, MORE MONEY AND LESS FREEDOM.
The gates at Bridge Wood started off 100m inside Bridge Wood 10 years ago.This is all that remains now. The gates were erected before the fence which itself now blocks a Foot Path across the field within the fence. It now belongs to Priory Park Ltd who are also blocking another Foot Path that runs through Alnesbourne Priory down to the river by Mansbrook. However that is for another day as one mustn't fight on too many fronts at the same time.

A few thousand pounds later it became this. Note the red and blue waymarkers. Red means vehicles blue means horses and that means this is not only a Foot Path but also a Bridle Way and a Vehicle Way. It has been what is known as a BOAT since I can remember. A BOAT is a By Way Open to All Traffic which is why IBC was able to buy Bridge Wood cheaply as it has sitting tenants. You and me. Anyone can pass this way as the right to do so belongs to the Public and not to IBC even though they own the land.

Now it is going to cost us a few more thousand pounds to get this unlawful contraption removed as it will probably end in court. Blocking Rights Of Way is a very serious matter. Ask any Rambler. It looks like this new gate will not take a horse nor a car and as the Foot Path is listed as being 6' wide it looks like the Parks Dept have thrown a wobbly again. Perhaps the whole of IBC is nuts. We have a car park at West End Road with two chaps and a van parked in the entrance all night to keep youngsters out and yet here at Bridge Wood there is a car park that is haunted by sexual deviants because there are no lights. Hint IBC, youngsters and sexual deviants do not mix so put in some lighting at Bridge Wood and encourage the youngsters to come to these car parks and not the West End Road one and kill two birds with one stone. The deviants will move on. Mind you youngsters will not be amused by the silly fences and gates anymore than I am but I act legally as has been proved by the fact that IBC could not prosecute me for what I done to the last gate at Bridge Wood. I sawed off the locking mechanism when I couldn't get through it.

RAVENSWOOD SHOPS CENTRE BUILT ON FOOT PATH.

The shopping centre pictured while being constructed is actually built on a Foot Path which hasn't been extinguished. This shows really careless planning as a Public Enquiry in theory could lead to the destruction of these buildings one of which is the partly built Macdonalds which is defintely bang on a Foot Path which is protected by law. When Ravens Wood was built the Foot Path from Maryon Road to the old airport entrance was not accepted under laws applicable at that time, after a Public Enquiry organise by the Ipswich Airport Association Ltd but from the old airport entrance to the Foot Path leading from Nacton Road to the river was never extinguished so somebody has dropped an almighty clanger which could have serious implications if enough users came forward and objected to the buildings:-))))) I am a member of the Ramblers Association, the Open Spaces Society and The Footpath Worker and I keep up to date on Right Of Way issues but at the moment I am busy helping John Hunt to establish ROW's leading down to the river and I have not been asked about this particular ROW. Ipswich has no definitive map of ROW's so it is up to older folks such as John Hunt to remember where the ROW are and get them incorporated into the Ipswich definitive map which is being worked on now. Another one I know of will affect any building beside Maryon Road leading down to Brazier's Wood. I wonder if the people who bought properties on Ravens Wood will now take action against their surveyors/solicitors and IBC:-)))) The Dock Island is another to keep an eye too as the ROW there is obstructed likewise Cliff Quay which is the route to Hog Island that was. I could not get into Bridge Wood today because some idiot has put the lock at the bottom of the gate where I cannot reach. How childish? Surely the council worker who visits the site every day saw this nonsense.
I also went to Pipers Vale and guess what. The RADAR lock there doesn't work so I went to Felixstowe instead for the day.

This is a Public Footpath leading to Bridge Wood owned by IBC.
It is a right of anybody to walk along here according to
Suffolk County Council but that doesn't mean there are no
other rights too such as driving along here or riding a horse,
bicycle or motorbicycle. It is also legal for any obstruction
to a Right Of Way to be removed providing the person is
actually going that way. It is not legal to just go there to
remove the obstruction. One must actually be going that
way and be obstructed until they have removed the
obstruction and continued or at least to have started off with
the intention to walk that way before being obstructed.

This is a RADAR lock at Bridgewood. A RADAR lock allows
disabled people with a key to gain access. It also allows
youngsters on motorcycles to use grannies key to get in:-)
In this instance it is an unlawful obstruction to a
Right Of Way.

This is not a RADAR lock so disabled people can no longer
use this gate and a Footpath is further blocked unlawfully
by IBC who own the path but not the right to obstruct it.

This also is not a RADAR lock as all disabled people would
know and it is on the vehicle entrance. Somebody has had a
go at it but I cannot. My only solution here is to saw the gate
off and I doubt I am strong enough to do that. Somebody
else will have to tackle that one.

This is the lock on the disabled gate. I couldn't saw through
it so I sawed through the bracket it rests in and wrote to
IBC and told them what I had done including pictures of me
doing it. They have not taken any action against me so far
unfortunately as I would like to hear them in court explain
why they are obstructing Rights OF Way in Ipswich.

wanted to go that way but I informed them if I wanted to go
that way and it was locked I would destroy this effort too.

They have now put a RADAR lock on the gate again but
some one has stolen the lock I think:-) Good. It is unlawful
of IBC to block Footpaths even if they
do own them. I hope eventually all the other gates
obstructing Footpaths will also be removed or one of the
local youngsters with a disabled relative will get a disc cutter
and remove all of them instead of waiting for IBC to do it.
If anyone knows I am wrong in law here please advise me
so that I can correct this post and not mislead others.

There are a few paths marked on the map but the ones he is campaigning for at the moment are from point "A" through Alnesbourne Priory to points "C & B" on the river bank at Mansbrook where many local people used to camp and picnic. I can remember as many as 50 people being down there at the same time. The other route is from point "A" to point "E & C" through Bridgewood down to the river where many people have camped or just walked. Some have used this route to dig bait and indeed many still do but they can no longer drive down to the river. I and my mates used to ride both these routes on horses we had hired from Joe Wiggins and now John needs more people to fill in forms stating they used one or both routes. With enough forms filled in Suffolk County Council will investigate re-opening these routes so if you would like to fill in a form contact me and John will bring a form to you.

The broken red dashes at the top centre trailing off to the right signify a Footpath behind the houses on Nacton Road. This Footpath has now been extinguished at a Public Enquiry in 2000 but it has not been extinguished where it continues down to point 'A' marked A1189. Again from the top centre of the map but leading left and down is another Footpath that hasn't been extinguished and for the length of Maryon Road it was all access points. It continues down through Braziers Wood to the river. The other red lines are Footpaths I have walked for years since 1943+ when my mother took me as a child. Now the main Footpath/Bridleway/Vehicle Access start at the 'A' again where the road marking A1189 is on the map. This is a Footpath/Bridleway/Vehicular Access right down to the river at 'E and C'. This is where the bait diggers and fishermen parked up. There the Vehicular Access stops but it continues as a Footpath/Bridleway right the way back to 'E and B' right through Priory Park but of course access is denied except for favoured people and definitely not for ordinary folks out for a drive or walk. However all these Footpaths/Bridleways/Vehicular Access routes can be restored (except for the one that has been extinguished) if enough people are prepared to make a stand and sign a statement that they have used these routes over a period of years. I only need four people for each application besides myself. There is also a very important fight going on about the Footpath/Bridleway around Ipswich Dock and in particular around the Island as that is also now blocked off. I have just discovered a Public Consultation has been taking place in Suffolk for the last two years. I never heard anything about this 'Public Consultation' so just how much of a consultation as opposed to a decision it is I can but speculate. If you want to make your views known you only have until the end of this month to do so. RAVENSWOOD TO BECOME A SOCIAL HOUSING ESTATE PLAN BY IBC.
They are using the same tactics as they did in Old Foundry Road at Phillips and Pipers when lovely and very expensive town flats were sold to owners who then found they could not resell because some flats had been rented to lowlife junkies. The owners had to rent them out to junkies and benefit claimants with loads of kids and drug habits themselves as they no longer liked living there and putting up with the IBC induced nonsense and nobody other than lowlife would move there. This will happen at Ravenswood too with IBC help as property owners do not vote labour and this is a labour voting area.

The powerchair in the pic is a standard NHS powerchair which both Steve Hunt and his boss Andy Sheppard observed could not get past this gate. The ridiculous thing is these barriers are supposed to stop motorcycles but they get through them with ease. The area is over run with foxes, are IBC going to organise a fox hunt or even ban people taking their dogs over here because a dog can really spoil a Sky Larks day? In actual fact this is a very expensive new gate requested by IBC workers who didn't like spending the summer afternoons at Braziers Wood and come 4pm they couldn't shoot off home because dog walkers had parked their cars in front of the gate effectively blocking them in for a few minutes. It made no difference as now people still park in front of this massively expensive new gate:-)
Page Three is so amusing I think Steve Hunt is having a laugh. He will not have this little bit of grass cut beside the builders portacabin in case there are Sky Larks nesting there!!! The ironic thing is I can drive my car through here and youngsters on motorcycles can ride his way but I cannot go here with my wheel chair. Yes I even drive through here with a collapsable wheelchair in the back of my car but I do not fool the Sky Larks who are well aware when a car or motorcycle approaches. I hate to think how IBC are going to explain what happens to the larks when the huge area is mowed. Come to that they must have really upset quite few Sky Larks when they allowed Ravenswood to be built but I suppose that doesn't count as it was sanctioned by errrr IBC. Well they are God here as the residents are about to discover when Macdonalds opens.

The map shows every access point for motorcycles is at Ravenswood so the folks living there get all the motorcycle traffic but at least they are spared the sight of cripples in wheelchairs cluttering the place up. IBC are creating a modern ghetto here intentionally as they are no longer allowed to build social housing they just create it. When Macdonalds opens people will no longer have to travel along the A14 to feed. This will become a meeting place and soon a few residents will move and find they cannot sell so they will rent out to social tenants and the remaining houses and flats that cannot be sold will also be rented out to the usual mix of druggies and immigrant as Phillips and Pipers development in Old Foundry Road was and then nobody will be able to sell again as in Old Foundry Road so they will have no choice but to rent out to social security tenants. IBC has planned this well and obviously intended this all along when they sealed all other entrances to Braziers Wood and Bridge Wood as that is where people used to bolt through when chased by plod. They will soon cotton on to Ravenswood as the only escape route left and burning cars will become common placed cooking the Sky Larks. The police will not chase as they know they cannot follow through that area and they are not going to make themselves look silly by trying and failing so a brand new rat run escape route is being created for all being chased or just wanting to dump a car. This is deliberate policy although Mr Steve Hunt and Mr Andy Sheppard do not realise they are part of a preconceived plan. They had to go to college to learn how to be stupid. The senior IBC directors will make sure the residents have a powerless IBC employee or two to liase with to make it look good and even a local part time community warden too but they are powerless without the will of IBC to do anything. The whole area is Internationally recognised as being a "Dogging" area in internet chat rooms such as "Swinging Heaven" and "Melanies" and the car parks at the Orwell Country Park are heaving most nights after 10pm through till 4am. There are even people living there sometimes. Anybody who has watched the area as I have will recognise the cars that trawl between Nacton Shores and The Orwell Country Park all night long looking for action. The police will drive by now and again but not get out of their cars as they regard it as being an adult social area. Heck it even goes on during the day. All you have to do is look for cars facing into the car park with a single male in it and note how often it is there. I sometimes photograph them as can be seen on here http://www.flickr.com/photos/ipswich/ but it is a dangerous thing to do at night when all the fat truck drivers who overnight at the Truck Stop on the A14 turn up for their nights dogging action. Last night (Thurday 20th July) they were still haunting the place at 3am when I took my dog out. Surely the residents must have realised that by being surrounded by labour voting council estates they were doomed to be moved on for labour voting social housing?

However, the wildlife trust believes these objections will not be taken into account by planners when deciding whether the option should be included in the new planning blueprint, which will guide development in the borough over the next decade and beyond.
The proposed route of the link road goes through parts of the Orwell Country Park and the trust claims it would weaken the wildlife value of the adjacent Pipers Vale nature reserve and Ipswich's only ancient woodland, Braziers Wood.
The trust disclosed yesterday that nightingales and linnets - both nationally declining species - were now breeding at Elm Hill, which is on the line of the route.
Dr Simone Bullion, the trust's senior conservation officer, said: “Wildlife habitat would be fragmented and sites of local, regional and national importance, including two County Wildlife Sites and Ipswich's only ancient woodland would be utterly destroyed.”
Dr Bullion said a go-ahead for the road would set a dangerous precedent and would be at odds with the environmental achievements of the borough council and Suffolk County Council.
“The effects of this link road cannot be mitigated for and, in effect, will ensure a downgrading of the overall natural quality of this area.
“Whilst we are not opposed to the principle of improved access around the port we do not feel that the link road can be justified.
“Nor do we believe it would be effective in addressing the current traffic problems. In fact, further retail development associated with the proposed road would add to, not reduce, existing congestion,” she added.
The wildlife trust estimates that the nature areas which would be affected by the link road comprise a quarter of the entire wildlife area within the borough boundaries.
Members of the public have until July 24 to register their views about the new development framework. " EADT Saturday 15th July 2006

I was very happy with the response from Andy Sheppard who did seem to be much more amenable to change and listening to others than Steve Hunt has been to date. This letter is dated the 29th but as it was posted 2nd class I didn't get it until the 3rd and by that time Tracey Lee was on a week long jolly in Bournmouth for a local government officers knees up so I ws asked if I would like Andy Sheppard to ring me back and I said yes. He didn't bother though.

My mail to IBC Director Tracey Lee below;

Dear Tracey Lee,
I am writing to you because I do not know who is now responsible for Bridgewood/Orwell Country Park. There is a long standing problem there that definitely needs to be addressed. The place is being used for exhibionist sexual behaviour and it it listed on various web sites as such. Now it is even happening during daylight hours as well. Many children use the place at night and this sort of behaviour ought to be stamped out.
Can something be done to stop this nonsense?

Apparently IBC's answer is that people who are not into sexual perversion should not use Bridgewood and find somewhere less secluded! They do not seem to be aware people live there!

Andy Sheppard just doesn't have a clue about what goes on and appears to suggest it would be OK if these sexual perverts stayed at Nacton Shores! I have never seen or heard of a single occasion when the police have moved anyone or even asked them to behave themselves. Patrol staff/Rangers have never come across sexual perversions during the day which is hardly surprising as they are never there and no Mr Sheppard, I am not referring to teenagers eating burgers and doing what teenagers do at all. I am pointing out to you that children camp at Bridgewood over night, very young children, and to get to the all night shop they have to walk across the car parks being used by sexual exhibitionists. Further more the usual morning rubbish lately has included two car windscreens that were just left as the Park Ranger just cleared up rubbish from around the glass which I have pictured here.

These were innocent people who had left their cars to go fishing but more case have happened where older lads have used catapults to frighten perverts away from this area. I find this attitude to be absolutely lacking in responsibility towards children who should be able to enjoy themselves here. People bonking on car bonnets surrounded by observers is OK but not kids on motorcycles! Someone has got their priorities in the wrong order here. Why? Maybe council employees do not ride motorcycles or that would be allowed too.

This glass has been lying here for three days now. It seems the chap who picks up the days rubbish has just cleared up around this. Maybe IBC is leaving the glass as a warning to doggers as it appears youngsters with catapults are singling out doggers and smashing their windscreens. The whole standard of Bridgewood has fallen since Sam Pollard left. The place is overgrown and generally untidy now. I am awaiting an investigation by Director Tracey Lee before pushing ahead with a complaint to the Local Government Ombudsman about the lack of access for people in wheel chairs. Naturally during this lovely spell of hot weather I have not done much on this site but eventually I will trace the ownership history through the Land Registry but not while the sun is shining as my wife and I like to get out when it is fine and sunny.

My wife and I were sitting at Bridgewood a couple of nights ago around about 9-30pm, listening to the radio and chatting when a really loud roar made us look around expecting a plane crash or similar and we saw a jolly yellow chopper arise from behind the woods. We were able to see it fly away in the direction of the hospital and saw it gradually lose height all within 5 minutes of first seeing it. I was really quick and except for the fact it was so unecessarily expensive I would say it was a job well done. Of course it was excellent work by the crew of the helicopter but if IBC were not so obsessed with gates and fences around Bridgewood an ambulance could have driven down to the river and picked up the chap who had injured himself falling off his bicycle on the forshore.

Underneath the Orwell Bridge. There appears to be a gap the whole length of the bridge. Before this monstrosity was built we used to ride motorcycles down this way to the shore and even back into Bridgewood and Hallowtree. It is quite surprising that these days you cannot leave anything around without locking it as we would leave our motorbikes on the shore and go swimming. Nobody ever touched our bikes or guns as they knew they were ours. These days anything goes as soon as you turn your back. We had two scout huts on Hallowtree and one we had to share but the other one and our boat The Typhoon were ours and only our gang used them. Sometimes we would hitch up to a barge and get a ride to Harwich then we had to find another barge to hitch a lift back on. I was shocked to return to Hallowtree after travelling abroad to work and discover the place had been burnt down. When I was a kid that would have been a cause of a massive war but these days the kids do not have any sense of ownership as they always have their parents with them when they camp and once parents take control then ownership is lost.

Second expedition to get to the viewing point abandoned in dispair:-(

The starting point is about 500 metres from my house and it is marked red. My route is marked in green ink and I traveled anti-clock wise.The starting point on this map is in Maryon Road where the bus only access road is. My son walked with me in case I got stuck.

It is very dangerous using this while in a power chair as you can get crushed and if your controls are in the same place as mine your fingers are in danger of being mashed. I traveled the complete perimenter of the old west end of the airport but I couldn't get to the viewing point as the total perimeter is lined with felled trees as below. However I managed it without help and traveled down Nacton Road and I was home within two hours of leaving on my adventure. I do not recommend this journey to any other crip in a powerchair as the whole place is overgrown and only suitable for the lads there on motor cycles. The paths are all overgrown and obviously have not been maintained for yonks. To be honest it is a disgrace. And that wheel chair users are barred from the viewing point just as people with buggies are because the place is overgrown isn also a disgrace. Only fit young men can get there and those on motorcycles of course. It really seems someones plans have gone astray as only motorcyclist can access the site with ease despite all the nonsense gates and fences that have been erected to keep them out. Ipswich Borough Council have stated all through this argument these gates are necessary to keep motorcycle out whereas all they do is keep wheelchairs and disability cars out. They have known this all along and still they lavished our money on these ridiculous ideas. Those of you who have read the last long and rammbling letter from Andy Sheppard will now see what a load of old cobblers that is. Motorcycles have been using this area for over 50 years that I know of and so have cripples in their cars. Now IBC has spent a fantastic amount of money buying and maintaining the place and all they have achieved is to keep wheelchair users out. When will they learn? Lads ride motorcycles at Bridgewood every day but they have not allowed me to photograph them before. IBC are well aware of this as are the folks who live in Bridgewood so why the charade of erecting all these very expensive gates and fences unless of course there is some ulterior motive?

Firstly he says there is wheelchair access from Ravenswood then next page he says there isn't. He admitts to spending thousands of pounds of our money erecting a fence to keep out wheelchair users as it doesn't keep out motorcyclists and nor should it. This area has been used by youngsters and the not so young for at least 50 years to mess around with motor cycles. Every access point on Bridgewood and Braziers Wood is accessible by motorcyclists and yet they are stopping disabled people accessing the site on the pretext of keeping motorcyclist out. It is claimed there is wheelchair access at Ravenswood when there isn't and this is admitted on the next page. It is claimed it would not be a good thing for me to access Braziers Wood from Braziers Wood Road because there are no parking facilities there. I do not need parking facilities for my powerchair but on the other hand I cannot go up the road by the old airport at 6mph in my powerchair as that would be suicide but more to the point if there is no parking arrangements at Brazier Wood Road so what? There is an entrance there and some people do use cars to get there. That excuse just doesn't wash. I met Steve Hunt there a few weeks ago and both of us parked there but neither of us went into Braziers Wood. It is nonsense and rather like saying there is no parking area outside of some school or other so people shouldn't go there. Council workers start work about 7-30 and quit at 4-30 and only spend a few hours a week at Bridgewood and consequently they have no idea of what goes on. In essence this letter says we cannot keep motorcyclists out but we are keeping wheelchair users out however much it costs. There are many people like my wife and I who are being denied access to that we used all our lives before IBC spent our money keeping us out. Before IBC threw money at a site that is not even within their boundary but actually within Suffolk Coastals boundary, disabled people could get anywhere and please IBC do remember you are not the only ones with 4x4's and anyhow we managed very well before they became a popular form of transport to Sainsburys etc. Listen IBC. You have failed to keep motorcyclist out so give it up and tear down those expensive fences and gates and comply with the DDA and re-deploy your workers to the parks that are sadly neglected these days. This is a motor cycle I found on e-bay and it is similar to those used at Bridgewood and Braziers Wood Andy Sheppard. I can certainly see that if a car parks in front of the van, this would limit a driver's view down Cobham Road. I would concur that the red Citroen is probably parked too close to the corner and is possibly illegally parked, however on the advice of the Police, we were assured that our vehicle is in fact legally parked and is far enough from the corner to allow a careful driver to see if the way is clear before proceeding. Indeed a view up Lindberg Road is available before reaching the junction looking along the pavement between the parked vehicle and the fence of 6 Cobham Road.
Although you may consider this an inconvenience when departing Rydal Walk onto Cobham Road, we do not believe we are committing any offence. Perhaps you could seek confirmation from Ipswich Police in this matter.
Our driver has tried parking the vehicle in alternative places, Wright Road, and further down Cobham Road next to the park, but unfortunately we suffered vandalism on each occasion, which was when our driver was advised to park where he does.
I trust this clarifies the situation for you, if not perhaps to you entire satisfaction.

To get to Bridgewood I have to drive from the right of this pic and stop at the white lines. I wrote to IBC and the Furniture Project about this and this is the only reply I received as the furniture project have not answerred. Incidently they have a large secure yard in Hogarth Road big enough for plenty of these vans.

An interesting part says "Ipswich Airport suffered a set back on 25th September 1987 when the two people who were masterminding the redevelopment of the site were tragically killed. Nigel Brendish and Ron Sullivan were flying in a Cessna 150 on a flight to Southend when it crashed in to a field at Tollesbury in Essex." Unfortunately they were drinking and attempting a loop and ploughed into the ground. I believe Nigel Brendish lived in Halfway House for a while. He also flew a plane upside down accross the channel for some reason. This was my playground and also all the other local lads as nobody bothered if we crossed the airport, well except for the bloke who owned Lonmet Aviation and we took no notice of him anyway.

There was protection for these people once as another chap who I grew up with lived there in a caravan and nobody would annoy him as he is rough and ready and doesn't put up with any nonsense. IBC paid him off and he moved into a council house out of the way leaving the other two homes at the mercy of IBC who want them out too but on IBC terms. A car thief being chased cannot dump his car and set it alight anywhere along the route to these two homes. There are fences and barriers everywhere en route such as.

Both these lanes are fenced on both sides so he can decamp and set the car alight. Of course in such an enclosed space the fire will soon spread and put the house or the static mobile home at risk together with those inside. Fire engines will not be able to get near as the burning car will be blocking the approaches and it will not be long before those people at risk accept IBC terms to be re-housed. Next time you drive to Bridgewood look and see if you can find any escape routes for a joy rider being chased by the police. There is none other than those I have outlined. Believe me I know how the council intimidate people as I had three years of it when they wanted my home. So what can be done? Protest to IBC and councilors about the wicked fences and gates funneling trouble towards the homes inside Bridgewood and open the whole shooting match up so any and everybody can use it and IBC can go somewhere else to hunt for land to give away to developers as they have done already with the airport and more recently with a 7 million pound plot on the docks. Orwell Country Park is a dream to far and it is causing to much damage to many people. The same issue concerns Howard and King at Pond Hall farm is just as relevant as their approach is all fenced too and the same funneling effect is there as well and IBC would like them out too. They are building an empire of their own.

Whoever done this I salute you. This is an act of utter contempt for those who refuse to let youngsters drive on the land that has now been fenced to keep people out. It is a brilliant display of utter contempt to park on top of a traffic bollard right outside Stan Birds yard in Braziers Wood Road and where the road sign gets into any pic taken of it. There is a message here to our Civic Leaders and that is if you will not let young men run wild away from other people they will
run wild near to them. This is now such a common sight it hardly gets mentioned in the press but it will become more common than this if lads are continually screwed down and bottled up, forbidden to do this or that they will rebel and make it right in your face too. This town spends more on controlling young people than any damage they cause costs to put right. It spends more many times over just on fences and gates. I sincerely hope the next time these lads have a "burn up" they will do it right inside Bridgewood preferably where the fences and gates prevent fire engines reaching the fires caused. Oh and let me know too so that I can get some pics after you have left.

This one happened separately when the property crash caught a few speculators. It was the Blue Coat Boy PH and the scaffolding around it now is nothing to do with what happened.
Well they have all been the scene of mysterious fires even if one is on the Cattle Market and was alight at a different time. All the local lads were rounded up and held in custody while this was being investigated. I went to see Ryan. "Elizabeth where is that sallow looking Ray?" Reply. "He has gone abroad a few days ago with Ricky and Ronnie Leighton" As it happens Ricky did get his collar felt but got away with a plea and a big fine. It must have been some plea that:-)

I was doing some work in Africa investigating fraud and I came across Hestair trading fire engines and dustcarts in deals involving large bribes. I also knew the MD of Hestair was serving a long prison sentence in Iraq for corruption so when I noticed an unusual deal with IBC and Hestair in the 1983/4 I decided to have a look and yes it was a crooked deal too. Hestairs owner David Hargreaves threatened to sue me if I said anything so I accepted his challenge and asked the council how they came to have GBP 250K worth of Hestair buses on order when no meeting of the Management Committee had approved the order. David Hargreaves decided not to sue me after all. At first there were denials and then usual wishy washy statements until I asked for a meeting of the Management Committee or I would make a complaint to the Local Government Ombudsman. I got the Management Committee and amazingly Jamie Cann tried to 'chair' it but I wasn't having that. Eventually it was admitted Jamie Cann, as leader of the council had ordered GBP 250K worth of Hestair buses and upon further digging I discovered GBP 100K that should have been paid to British Leyland for buses had gone missing. Naturally that was then quickly discovered again and paid over to British Leyland. If I had kept quiet Jamie Cann would have earned well out of that when it was divided out. That was only one scandal while he was running the town as well as the Crown Pools rip off but Jamie was so on edge over his crooked deals he began a mamoth drinking bout http://news.bbc.co.uk/1/hi/uk/166208.stm that eventually killed him. I used to go home drunk but he was caught going out drunk and was involved in several distasteful scenes which took him close to deselection. Jamie Cann was not as lucky as me. I quit drinking before it killed me, just, but the pressures he was under overwhelmed the man and he died in 2001 while still our MP. He was a nasty bit of work, a self confessed Stalanist, meant not many in the local labour party were going to stand up to him but the hypocrisy that followed his death was as bad as his own behaviour. He was given a Civic funeral at St Mary le Towers were all and sundry gave speeches about how fine a man the creep was and to cap it all they named the building in the pics after him too. The gate configuration we use at Orwell Country Park is suitable for most wheelchairs and prams/buggies.

We also have, at the two main entrances, a lockable gate which can be accessed by all RADAR key holders.

RADAR keys are available from Civic Centre.

There is a RADAR gate at the entrance to Bridge Wood. The other gate that you have 4 pictures of is due to be replaced within the week.? The new gate configuration will allow better access to all the new land that has just become part of Orwell Country Park on the North side of the A14.

This is an issue that has to be addressed urgently now the summer is approaching again. The new lay out at the old airport site is going to be of doubtful benefit as far as I can make out. If memory serves me correctly there is a style at the Maryon Road end and that again is a recent addition (8/9 years) and accross a public footpath. The new path as far as I can make out will be wasted time as footpaths are used to find the qickest route between two points and cosmetically curved paths such as this one invite people to shortcut it. The large mound which has been there for some time now has no planning permission either and should have been used or removed by now. Please feel free to ask if you do not understand local peoples feelings about these issues.Regards,

I am always appreciative of views and opinions of local people.? In fact we rely on these views in our management of OCP.? We have had very few complaints about the gates and have therefore felt that they are sufficient. We need good security at OCP as all the land in this area has been abused in the past and to some extent still is.? The gates are the best configuration to keep motorcyclists out but still allow genuine users.? The RADAR gate was installed some time ago and has been used regularly.? Unfortunately it is upto the individual user to provide themselves with a key.? However, I am sure that I can send one to you if you would like?

We are looking to replace our gates with a new style which we have used on Ravenswood.? Perhaps you have seen them?? The new gates cost a considerable amount and we do not have a budget big enough to make wholesale changes.We are also checking to see whether they do the job as well. The stile you mention will be removed when all the fencing and gates are replaced on Ravenswood.? (next couple of weeks).

The footpath is circular as it goes around our boundary.? The land to the east of it will all be developed.? The footpath also has a fence and new hedge to make sure people don't make short cuts.

As for the mound of earth, It was given planning permission as part of the development. It is a feature which allows people to view the whole development and look down the estuary towards Felixstowe.

Yes I would appreciate a free Radar key. Thank you very much. With regards to the rest of your letter I understand the anxiety about kids on motor cycles although I wouldn't look at it as a problem. Quite the reverse actually as the nonsense that goes on there at night wouldn't happen if there were youngsters up there instead making folks lives a misery on the estates and of course around the Cardinal Park area. I used to ride motorcycle there when I was a kid 50 years ago and of course my sons did too. We also used to camp there and have a camp fire! No problems I can remember and definitely not hoards of strangers walking dogs and destroying the wild life much more than kids on motor cycles ever could. However I look forward to the new gates but I would caution that it is countryside and nobody likes fences springing up especially with gates so it could all be a big waste of money as they may have to be taken down one day again. I am not surprised you have had no complaints about the gates as you probably never even knew I had complained many years ago. People will not give feed back if it is ignored but I hear the grumbles such as the misuseof the disability parking bays. I sent you details of to trucks parked there, one of which was being questioned by the police on Wednesdays night, and details of the owners of these vehicles could be obtained from DVLA forA?2.50p. I have not seen the gate you refer to at Ravenswood as that place with all it's ridiculous traffic calming measure is a no go place for me and many other but of course the residents there are now local people too. Quite frankly I would be surprised if the new footpath with a hedge and fence survive long and I doubt it will stop people taking the shortest route. I admit to being surprised the mound was planned as a site seeing vantage point as only children can get up it!!!! I thought it was spoil and will be used in the new development which I suppose will then require planning consent to remove. It is a blot on the landscape and completely out of place and un-natural. I have seen the gate on the north side of the A14 has been replaced but it has made the situation even worse now as nobody can get through the gate as it is padlocked. It has also been moved closer to the approach road so that now dog walkers cannot park their cars there! I suppose this makes life easier for the park wardens but surely that is not the point of having a recreation area. I sincerely hope the present situation will be changed as my wife and I were looking forward to visiting old haunts this summer and one place we used to go to regularly before we became disabled was the bench on the north side of the A14. Of course we also liked to go down to the river and hope to do so this year for the first time in years.

Well lets get something straight here IBC. I have lived here 63 years and my parents and their parents before them so I think I do know better than the above. The area now has worse access than it has ever had in living memory and there never was dubious safety. It is NOT a country park. It is an ancient woodland that is gradually being destroyed by IBC and the publicity about it they are causing. It is now a place where people from miles away in Chelsea Tractors bring their dogs to crap and dirty old men haunt at night time frightening young people away.

Really! The fences that have cost us thousands will be removed no doubt at another great cost to us. Listen IBC why put the fences and gates up in the first place if they are all coming down again? As for disabled access onto blah blah blah well that is nonsense. There is no disabled access to Braziers Wood and hasn't been since the gate at Braziers Wood Road was erected. It is impossible for disabled people to get to Braziers Wood and has been for the 16 years IBC have owned it. ["The path and gate installation are not complete...."] How long do you want IBC?Another 16 years? It is impossible to access Braziers Wood full stop so how about doing something under your obligations under the Disability Discrimination Act and stop wasting time on "make work" schemes that are costing a fortune. Bridge Wood is not even within IBC boundary and yet IBC are stopping many young people using it the way I and other kids always have used it and to boot they are spending our money keeping us out. This is an outrage that should be dismantled and returned to the wild. Many people have already earned out of this spectacle. It seems hard to remember that once I could drive down to the river and see John Hunt digging bait with his car there too or that once I could walk from Stan Birds across the airport to Braziers Wood and Bridge Wood. In all the years we had a commercial airport here it was never fenced yet now it is a leisure area it is fenced too keep people out too. Somebody must be doing well out of fencing this place in and gradually giving large chunks to Bellways to build on. Directorships and triples all round I reckon. Seven Million pounds worth of dockland being given to create a university too. That should be worth a bundle of honoury degrees too but not for us whose money/land it is. I am certain I am going to see James Heir with an honoury degree from Ipswich University as well as a few others too. Spit. He will only accept a doctorate? He should have built a cathederal and got a Bishopsprick as well as City status.

We are being stung for GBP 100K a year for this sort of nonsense and I for one will want to see the councils accounts this year. Under the FoI act I haved discovered that GBP 119K was paid to a Mr Tip who lives in Holland for 55 acres of Bridgewood in 1990 and 17 months later GBP 75K was paid to The Greyhound Bank of Deleware USA for another 11 acres that had a tenant at the time. Why was IBC paying money to a Deleware Bank that was defunct less than two years later? I think it would make more sense if the 11 acres with a tenant had been sold for less per acre than Bridgewood but who is going to check now? Unfortunately Stan Bird has passed away long ago and as he owned some land in that area I cannot ask him what he done with it or how planning permission was granted for the plot of land he owned at the end of Clapgate Lane. Incidently I still have my computer and the policeman who was threatening to take it away has today mailed me saying I must not contact him again via e-mail:-)

This is the all night shop the scouts, caravaners kids and kids just camping in Bridgewood go to shop during the night. Any young couples thinking of parking at Bridgewood at night are immediately surrounded by doggers and some times the couples do not realise it. I know as it happened to me when my wife and I stopped a few years ago with our g/children who we wanted to show rabbits at night. This is not a secret and is a well known site to all long distance truck drivers and is also advertised many times on Internet together with Nacton Shores picnic area which many dog walkers will probably have noticed and been wary of as this dogging goes on in a slightly more discreet way at daytime. These places have already been revealed in a very amateur site in which all the doggers index numbers were published and I wouldn't be at all surprised if that site came back online now I have published this but I warn those who done it before that if they publish my name as being a dogger again I know how to track their blog down. This is the sorry state of what most people who live around this area like I do, regard as their back yard. Before IBC took this place over there was none of this nonsense as young men with motor cycles would have frightened the perverts away. IBC read this site so there is no excuse for them not being able to control this nonsense next to places frequented by children whose parents probably do not realise what their children are having to face when they go to the all night shop. I have informed IBC Director Tracey Lee and received a reply but I doubt anything will be done. See the mail.

There are three set ups like this on the car park and I have seen gang bangs on all of them. It is so easy as a look out at Nacton Road can send a mobile phone message if anyone unknown or the police approach and everyone gets back into their cars until it is quiet again or they dash through the steel gates around Bridgewood and the Police cannot follow them even if they were inclined to do so. I have only ever known one occasion when the police have taken index numbers and they were a couple of police women. Mostly the police just drive in and out again without stopping. Beneath the car park is a garage with an all night shop and kids who are camping at Bridgewood often walk through a gang bang and nobody takes the slightest notice. If ever you visit Bridgewood don't eat your picnic off one of these tables and don't be fooled into thinking "dogging" only takes place at night because it doesn't. I have seen it during the day here too. About the only time it is peaceful is when I take my dog there at 3am.

I had to go and talk to these two to get their numbers. Bridgewood has become a "dogging" centre because there are no young men on motorcycles around so people are free to get up to all sorts of sexual exhibitions until recently when somebody wrote down the index numbers of the doggers and published them on the web. Many people thought is was me because I have a computer and the majority of doggers are too old to understand computers or the internet. Ian somebody said it to my face in front of another dogger known as David or the Weasel and challenged me to sue him. As you can see DVLA refused to give me the name and address of Ian or the witness David so I couldn't sue and I lost interest. Then two weeks ago(6/5/06) I had a visit off the police as a truck driver had complained I had reported him to his company for parking in disability bay while he was dogging. Usually I report to IBC but this time they had an excuse for not taking action as there is no writing on the blue truck to say who it belongs to http://static.flickr.com/26/88566819_3ff9c76495_b.jpg so I reported to the truck drivers company myself http://www.hemisphere-freight.com/ and heard no more from them. They said the complaint was from a Mr. S. Everit (sp) who apparently was the truck driver. I only knew his name to be Scott because another truck drivers wife told me. Apparently her husband works at the same company based at Ransomes Europark in Ipswich. The police left when I explained the truck was parked in a disability bay. This Sunday (21/5/06) another cop calls round to see me about the same incident and when I told him two cops had already been here he exclaimed "The bastards, they never told me" in front of my wife. He carried on to say the truck driver had now claimed I wrote his details on the site about doggers and if I wrote anything more about him or to him my computer would be seized. The cop claimed the truck driver wasn't dogging and only sleeping over night. He did not seem to be aware this truck driver also visits in his Nissan Almera and goes dogging with another couple where the male is also a truck driver and if the doggers are unhappy about this appearing they better take it up with those who went to the police. This is nonsense as the police know all about the dogging at Bridgewood and I never wrote the site with the index numbers on it either. This is just an attempt to close this site down. I have had to spend the last few days preparing just in case my computer is seized and I have now duplicated all my files onto the WWW where I can access them from any computer and even from the library. This site and the Flickr site are web based too so they are not going to close this site down by seizing my computer just as I am getting into interesting facts about the purchase of Bridgewood.

Director Tracey Lee has had somebody mail me acknowledging my mail now too. So as far as I can see the land has belonged to us for 16 years for a capital outlay of nearly GBP 200K and a yearly cost of nearly GBP 100K. I cannot understand why money has been spent on something we already had and before IBC spent our money on it I had much better access to. No doubt I will find more answers as I go along. I am puzzled the first batch of land cost GBP 2,032. per acre and the second batch 15 months late cost GBP 6,637 per acre. That would have been in Jamie Canns time as Council leader I reckon.

So many people have been contacted by me over these gates that it will now be interesting to see who handles this complaint. I have contacted James Heir the CEO and Directopr Tracey Lee and they haven't even acknowledged my mails to them. The rest of those contacted seem to have spent their time with this issue passing to somebody else or finding themselves another job. A serious cock up has happened here now that IBC have used community charge payers money in astronomical amounts building an empire of make work schemes and for the years they have had it disabled people have been excluded as have kids on motorcycles but not council workers in e4x4's. The sad fact remains that there is less freedom here now than at any time since WWII and that has only come about because some beard and sandal brigade at IBC decided to rescue a Wood that really needed shielding from IBC as can be seen now by the masses of fences keeping people out. This place is not like Christchurch Park which is locked up at night. It is an ancient woodland that has survived exrtremely well until IBC decided to save it. Save it from what I ask?

Stan always was a good trader but I wonder who profited from this particular enterprise as I very much doubt it was Stan. He must have been rehoused as was the chap living on his land by the A14 that the council now own. Unfortunately Stan is now deceased but he had a son who must wonder. What mysteries lay here waiting to be discovered:-)

These trucks are parked in the disability parking bays at Bridgewood. The blue Scania registration number SE51SET and the name DROMENGRO used to be a frequent visitor and I believe I have seen the driver parked like this in another firms truck. I always report these to IBC and they write to the owners and warn them off but IBC couldn't identify this blue wagon. Fortunately another truck drivers wife told me the driver name was Scott and he was a self employed driver who worked out of Ransomes Europark for Hemisphere Freight Services http://www.hemisphere-freight.com/ and I mailed them about this truck being parked in a disabled bay so often. That was months ago so imagine my surprise when two policemen called on me today to say a Mr S Everett (I don't know the correct spelling) had made a complaint that I was harassing him. Just why he thinks writing to complain about him parking in a disabled bay is harassment I do not know unless of course he is just trying to cover up his reason for being there and not in the truck parking area on the A14. I suppose he had his reasons and if I hear anymore I will write about it here.

On Wednesday 3rd May 06 I met Mr Steve Hunt of IBC at this spot shown in the picture. He agreed that wheelchair users could not get past this gate but able bodied people could. I was given to understand he would consider putting a RADAR gate here so wheelchair users would be able to access Braziers Wood just as able bodied folks could as the DDA was being breeched here. I am very disappointed the result today is that in order to avoid discriminating against wheelchair users IBC are now preventing anyone accessing here by http://static.flickr.com/24/141601722_a905f7cec7_b.jpg yes of course more fencing. It is so much easier to deny access than to grant it if somebody is determined to build their own empire. Incidently I was surprised that Mr Steve Hunt knew I had made an application under the Freedom Of Information Act to discover just how much council tax payers money is being spent here. Before IBC bought Bridgewood off the Dutchman every and anybody could access both Braziers Wood and Bridgewood and now they seem determined to challenge the local chavs to do their worst by attempting to exclude them from this area unless they bow down and submit to this. Already cars are being burnt out on the estate I live on instead of being just dumped here where they can be easily removed and nothing else gets damaged such as recently happened when a burning car ignited others near it.

This pic is significant. It is taken facing away from the main gate at Bridgewood and the dirt car park entrance can be seen on the right. The second tree on the left of this picture has a red piece of paper stuck to it warning people about thieves etc. The reason this pic is significant is that it shows our council is taking notice of comments people make because this lane was previously marked very clearly as being private, no access etc and there were at least three notices to this affect when in fact it is not private at all. One was on the tree where the red paper is and the other two were notices stuck on poles on the right of the lane. This lane leads down to where the pile of logs is being stored and also to Pond Hall farm. There is also a home down here were a family live in wonderful surroundings and a chap I know lived down here for 15+ years in a caravan until he was given a bundle of money and a council house. The land used to belong to Percy Nichols and then he sold it on to a couple of chaps I do not know who in turn sold it to the late Stan Bird. Stan lived at the very end of Clapgate Lane in a big house surrounded by old cars and trucks he was working on. I noticed today that about ten houses have been built where his place was. IBC must have bought the land at Bridgewood off his estate or done a deal for planning permission on his other bit of land as they were always trying to move him and his trucks. I was up there as Mr Steve Hunt from IBC was meeting me on behalf of his boss Andy Shepperd and we seemed to make headway about disability access to Braziers Wood via the entrance in Braziers Wood Road. We also went to the other side of the old airport and Mr Steve Hunt seemed to be reasonable about access being allowed there too and he has said I will receive more information during the next seven days together with a map of the lanes that I cannot access as yet. Incidently we did not agree about the issue of Bridgewood just being left alone and he did explain or try to explain that the logs of wood laid out around the mound and other places are for psychological reasons.

Oh dear, I fear our council has slipped up here. I knew something was wrong here but it escaped me until I went back and took another look and then it all became obvious to me at last. The new path is on the wrong side of the fence! Click on the picture and it will enlarge and if you click on the symbol in the right hand corner it will enlarge to nearly full screen. I suppose the rest of you have already cottoned on. Everything on the left of the fence such as the hump is to be recreational whereas to the right of the fence is to be handed over for development. The new path is on the wrong side of the fence as that side is due to be developed! I wonder what will happen now. Move the fence or move the path?
